Whether at the forum or the meeting, Liang Yong, deputy secretary-general of the People's Government of the autonomous region and director of the Office of the Leading Group for Employment and Development of the Textile and Clothing Industry in the Autonomous Region, is struggling to "shout", promote Xinjiang's advantages, talk about Xinjiang's textile prospects, and promote industry Production capacity layout was carried out along the "One Road" economic belt. People have seen Damei Xinjiang and even more, this agricultural region has a strong desire for the development of the textile and apparel industry.

Liang Yong said that Xinjiang's textile and apparel industry, as a traditional industry and an important civilian production industry, covers a wide range. The textile and apparel industry's labor-intensive characteristics are very prominent, and it has played a huge role in absorbing employment, improving people's livelihood, and promoting social harmony. From the perspective of the characteristics of the textile and apparel industry, the development of the textile and apparel industry can not only achieve the employment of the surplus labor force in our area, but also promote the common development of a series of related industrial economies.

In 2014, the second Central Xinjiang Work Symposium proposed to vigorously promote the development of Xinjiang's textile and apparel industry to drive employment. With the joint efforts of all parties, a new economic development strategy began in Xinjiang: accelerate the development of the textile and apparel industry, and take a new path to promote employment and economic and social development.

In 2014, the autonomous region implemented the strategy of developing the textile and apparel industry to promote employment, textile and apparel freight subsidies, the use of Xinjiang cotton subsidies, corporate social security subsidies, printing and dyeing sewage treatment facility construction subsidies ... A series of preferential policies have made the mainland textile and apparel industry set off to Xinjiang The upsurge of transfer has accelerated the development of Xinjiang's textile and apparel industry.

Under the strong support of the state and the strong promotion of the party committee and people's government of the autonomous region, Xinjiang's textile and apparel industry has achieved remarkable results over the past three years. Xinjiang has gradually become the hottest place for investment in the national textile and apparel industry.

Open the Xinjiang textile and apparel industry report card, you can see a set of dazzling data:

In 2014, the investment in fixed assets of the textile and apparel industry in Xinjiang reached 9.615 billion yuan, an increase of 76.1% from the previous year and an increase of 58.9% from the highest in history in 2011.

In 2015, the investment in fixed assets of the textile and apparel industry in Xinjiang reached 31.79 billion yuan, an increase of 230.6% over the previous year.

In 2016, the region's textile and apparel industry fixed assets investment was 47.97 billion yuan, an increase of 50.9% over the same period last year.

As summarized by Liang Yong who has worked hard in the textile and apparel industry for a long time: In the past three years, the fixed asset investment in the textile and apparel industry in Xinjiang has exceeded the total fixed asset investment in the textile and apparel industry in the 35 years since the reform and opening up in Xinjiang.

Standing on the threshold of "have achieved excellent results", the party committee and people's government of the autonomous region once again proposed new targets. In 2017, the textile and apparel industry in Xinjiang should complete a fixed asset investment of not less than 72 billion yuan, and achieve 100,000 new jobs. To achieve an increase in industrial added value of more than 40%.

This is a strategic deployment of "urgent catch-up". According to this deployment, by 2023, Xinjiang will become China's largest cotton textile industry base and the most important clothing export base in western China. The output value of the entire industry is expected to increase from 30 billion yuan in 2014 to 400 billion yuan in 2023.

Imagination of a textile city

On September 11, in the production workshop of Bazhou Jinfu Special Yarn Industry Co., Ltd. (hereinafter referred to as "Bazhou Jinfu Special Yarn Industry"), 50 air-jet spinning machines were being produced with full horsepower, and one plate was made of viscose. The spindles made of fiber are neatly laid in the workshop. The viscose yarn produced by this enterprise has become the most advantageous yarn in the Korla Textile and Garment City, and is sold well both at home and abroad.

The company's chief production engineer Lu Bo introduced that the reason why Bazhou Jinfu Special Yarn Industry was landed in Korla Economic and Technological Development Zone was not only attracted by a series of preferential policies, but also because the products of Xinjiang Fulida Company can be supplied to the enterprise on the spot. Enterprise production improves efficiency and reduces transportation costs. At present, Bazhou Jinfu Special Yarn Industry has put into operation 200 air-jet spinning machines, which require more than 300,000 tons of viscose staple fiber every year. With the subsequent projects in succession, Bazhou Jinfu Special Yarn Industry will need to use Xinjiang Fulida's Multiple products. While the two companies are growing synchronously, the processing and upgrading of their products can also be completed in the park.

Since the autonomous region launched the "Development of Textile and Garment Industry to Promote the Employment of Million People" project in 2014, the Korla Economic and Technological Development Zone seized the opportunity to raise the construction of the Korla Textile and Garment City to a political height that responded to the national strategy, and took the lead in implementing the textile and garment city plan. As the main battlefield of the Xinjiang Textile City, the Korla Economic and Technological Development Zone has determined the production of cotton, viscose fiber and other raw materials and the development of its downstream industrial chain. First, try first, and take multiple measures, in just three years. Inside, historic breakthroughs and achievements have been made.

The data shows that from January to July this year, the textile and apparel industry in Korla Economic and Technological Development Zone achieved an output value of 6.1 billion yuan, a year-on-year increase of 59.3%; completed fixed asset investment of 1.405 billion yuan, accounting for 50.2% of the total fixed asset investment in the development zone. Million-spindle spinning enterprises such as Jinfu, Zhenlun, Litai Silk Road, etc. have achieved stable production and built a new home textile park, focusing on the introduction of powerful knitting, printing and dyeing, chemical fiber, weaving, home textile, cashmere, carpet, industrial textiles, etc.16 The implementation of this downstream project has continuously optimized the industrial layout and realized a characteristic and differentiated development.

The Fulida annual output of 400,000 tons of viscose staple fiber project has formed the world's largest single-plant viscose fiber production capacity; the Jinfu 1.5 million spindle spinning project has become the country's largest air spinning production base project; Fuli Zhenlun 2 million Large-scale spinning projects of one million spindles including spindles and Litai Silk Road 1 million spindles have been put into operation one after another. At the same time, a number of downstream textile printing and dyeing projects such as Guangzhou Wanliyuan Spinning and Weaving Garment, Shandong Kangpingna Intelligent Dyeing, Chongqing Shunda Weaving, etc. were settled in construction or put into production.

At present, the indicators of Korla Textile and Garment City rank first in fixed asset investment and output value in the "Three Cities". According to statistics, from 2014 to the first half of 2017, Korla Textile and Garment City's main business income from textile and apparel companies above designated size was 24.2 billion yuan, and the textile and apparel city completed a total investment of 17.8 billion yuan, and various textile and apparel companies exported $ 110 million. .

As of now, the Korla Textile and Garment City has completed a total investment of 21 billion yuan, a spinning scale of 4.5 million spindles under construction, and 3.3 million spindles in production and operation. It has settled in 34 textile and garment enterprises of various types and solved about 11,000 jobs.

According to the planning of the Korla textile and apparel industry, from 2017 to 2020, the textile and apparel industry in the Korla Economic and Technological Development Zone will gradually form 2 basic industries (chemical fiber, spinning), 2 promotion industries (weaving, dyeing and finishing), 1 Cultivate a complete system of industry (terminal). Strive to build Korla Textile and Garment City into a diversified, intelligent and distinctive national large-scale textile and garment processing export base.

The pursuit of a textile company

"My wife and I can get a salary of 8,000 yuan a month. After work, we have leisure time. Don't be too happy." On September 11, Tumuer working in the air spinning workshop of Xinjiang Fuli Zhenlun Cotton Spinning Co., Ltd. Abudu said externally. He was originally an ordinary farmer in Yecheng County.

Tumor Abudu external force can enjoy the benefits of employees thanks to the emergence of a large number of textile companies. In July 2014, the autonomous region promulgated the "Opinions on the Development of the Textile and Garment Industry to Promote Employment", and a large number of spinning enterprises went to Xinjiang. Suzhou Zhenlun Cotton Spinning Co., Ltd. also paid attention to this policy as early as possible. After strong alliance with Xinjiang Zhongtai Chemical Co., Ltd. and Xinjiang Fulida Fiber Co., Ltd., it established Xinjiang Fuli Zhenlun Cotton Spinning Co., Ltd. in Korla Economic and Technological Development Zone. (Hereinafter referred to as "Fuli Zhenlun"), a project to produce 2 million spindles of viscose spinning.

The total investment of this project is 4 billion yuan. It is a key project in Xinjiang's key planning and construction of "three cities, seven parks and one center". After all are put into production, it can produce 300,000 tons of various high-quality yarns annually, with an annual output value of 5 billion yuan. The largest viscose spinning production base effectively drives the overall level and competitiveness of China's textile industry.
